That's an interesting calculation. Let's see, here's roughly what I think it would be:
- 2 hours round trip between Oregon City & downtown
- at 3 min service, that's 40 busses
- 40 busses * 24 hours * 7 days = 6,720 operating hours/week
- Each operator works 40 hours per week.
- 6,720 / 40 = 168 operators
- 1 operator = ~$120K salary, benefits
- $120K * 168 operators = $20.2M/year
- $20.2M * 50 years = $1B labor cost
So right now we're at $1B, but we haven't considered:
- equipment cost (45? busses * 4 replacements * $500K = $90M)
- COLA / other rising operator costs
- maintenance costs
- fuel
- traffic
- operators taking vacation, sick days, etc.
- administration costs (dispatchers, supervisors, etc)
My guess is that the bus cost is probably higher than $1.5B, but still in the same general magnitude (i.e. not 10x more or 1/10th less).
Of course we're really comparing apples and oranges here -- but still an interesting idea.
If this was really about transit the bus idea wins hands down. But enlightened people know this light rail shit has virtually nothing to do with transit.
