Not sure how hiring the Reed group to deal with Trimet employees is saving Trimet anything.
What started as a $174,000 contract has morphed into a multi-million dollar bonanza. That would be the equivalent of more than a dozen full time Trimet employees. This follows the exact same pattern of all Trimet contracts. Start with a low bid and keep increasing it over and over and over. Nobody says a word about any of it. On page 6 number 3 is TriMet "Work Time Hours Reconciliation" project. Ever hear of it?

How are you getting "millions of dollars"? I see (on the last page) $577,460.41. That number includes all of the previous work and not just for those six months.
Regarding "Work Time Hours Reconciliation", see pages 4 and 9. It's the amount of hours that Reed Group is charging TriMet for developing the system.

No it's not. Point 2 says that the contract is being extended from ending on May 1, and point 3 says the total is now $577,460.41, with an increase for the additional six months of $58,000.
TriMet has one contract with Reed Group, and when they want to continue using them for another six months, they change the contract from (say) 24 months to 24+6, or 30, months.
