Just because you don't hear them on bus calls doesn't mean they aren't there. They don't necessarily call in every thing they do. Also, by "team" I think they mean the entire group of people, not that they necessarily always work together.

By "per se", I'm pretty sure he means that the safety team can call for enforcement if they see something serious (just like an operator can), but that they can't do it themselves and it's not the point of their job.

As to the first point of course we should hear of them over the radio. These people are supposed to be out there helping the ones that they’re leaving in the ditch. We would know if they were helping those people. As to the second point that wasn’t made clear for some unknown reason. These executives are masters at talking without saying anything. Also I don’t think they are mobile which defeats the whole purpose. You can’t be a “response” team if you have no way to respond
