Joe Rose article on Joe Esmonde the new board member

Rider advocacy groups such as Opal Environmental Justice have repeatedly complained that directors don't regularly use the transit system they oversee. But Tim Raphael, a spokesman for Gov. John Kitzhaber, said there was no ridership litmus test for choosing a new board member.
