Rider advocacy groups such
as Opal Environmental Justice have repeatedly complained that directors don't
regularly use the transit system they oversee. But Tim Raphael, a spokesman for
Gov. John Kitzhaber, said there was no ridership litmus test for choosing a new
board member.
