The problem is that if I were surveyed and were being totally honest, I would state that within the last year I did ride WES and within the last year (heck, within the last month) I did ride MAX. Sure it was only one time, while I rode buses at least twice a day...
At least in the 2009 version of the Attitude & Awareness survey, which is where the data comes from, the question was asked in terms of "what vehicles would you say you ride". So someone who normally rides the bus but rides MAX on special occasions could easily be counted as a "bus only" rider.

Maybe the survey went like this:
1) Do you ride TriMet frequently or occasionally?
2) Do you ride the bus?
3) Do you ride the MAX?
"Well I ride the bus everyday to work, but yeah I guess every once in a while I ride the MAX - so I'll say YES to both."
