No. This looks like the train is heading East in to Skidmore Fountain across Ash. The COP has set the timing on the intersection to give opposing traffic a green signal before the train clears, even if the train entered on a proper signal. There are several intersections with similar timing. Take a look at the signal that holds auto traffic for trains leaving Jeld-Wen going West. Or Collins Circle. Of course, the train could just be stopped for people or autos in the way ahead at the fountain. More information would be helpful. The photo looks altered or edited. What is up with that?
