Actually, what's not totally clear is that Kelso would go too (in other words, both halves of Line 84).

If you're curious as to what exactly this means, you can checkout the withdrawal study which is available on TriMet's website (the page linked above). It has a few maps.

Basically it's every part of the 84 route that lies within Clackamas county.
