What Makes This Place Great

What I'd like to know is why TriMet didn't advertise their 40th Anniversary last year in the same fashion...why didn't TriMet put out billboards proclaiming that our region is so much greater with a comprehensive bus system for 40 years since we took over Rose City Transit...or the Transit Mall (circa 1973) which helped grow transit ridership for many years before MAX was even conceived.  These banners are everywhere (including on the buses to promote the Blue and Red Lines!!!), but there's no money for small improvements to the bus system.  And no money to advertise or promote the bus system...
