"Stumped on 21 Down" is...a wind break wall. And "Mentally in Tahiti" is a fire extinguisher box sitting atop the wheel well. After all there is a bit decal that says "DON'T SIT HERE" so maybe if someone is sitting there, they really are mentally in Tahiti and are also a safety hazard since the Operator needs to be able to look in that direction...and "Stumped on 21 Down" is probably standing and likely not able to do the crossword puzzle standing up on a crush load bus.
