TRIMET still playing games with union members

Who is it that we are dealing with? Let's look at several of their 'accomplishments'. Would anyone expect people that did all this below to be honest and forthright in their 'negotiations'?

1-got caught attempting to obstruct the Oregonian investigation into overtime. 
2-Fined by federal judge for withholding evidence
3-Refuses to pay back money stolen from employees checks that was illegally deducted for health insurance
4- Secret raises hidden in the contingency budget and the misrepresentation of facts by Trimet executives
