As one of the knee-jerk reactions to the Sandy Day incident, buses that layover in the transit center proper are not allowed to turn right onto Kelly Ave. The rationale was that a danger of a bus being struck by the railroad crossing arm exists. So they moved the 9 layover to where the 20 used to (on 8th St.) moved to 12 to where the 9 used to be, and the 20 where the 12 was. It DOES NOT WORK! Neither operators or road supervisors were ever consulted.
The 9 only runs every 40 minutes or worse, but has almost the entire block to layover. During the day, the 20 runs just as often as the 4 yet is only allocated one space in the TC so operators coming in as a 20 only have the undesignated overflow bay if it is available. If it isn't there are no instructions as to what to do. So the poor operator with the bladder and/or rectum which is in dire need of being emptied has to drive around several blocks to either go try again or go to the line 4 overflow on 10th Drive nearside Hood.
