Duh. Remember the "Stimulus" program? How much money did TriMet spend to improve bus service? Nevermind that nearly every other transit agency used the "Stimulus" money to buy new buses. Why do you think Cherriots, LTD, and C-Tran's bus fleets are nice and new? Because they used the Stimulus funding to accelerate retirement of older buses. TriMet? Spent it on air conditioning a server room at Center Street (which is now being gutted for MAX Operations), digging a big huge hole at Barbur TC for no good reason, installing street lights on the I-205 Bike Path (what does that have to do with TriMet?), paying for the Portland Streetcar (again, what does that have to do with TriMet)?

I know at least Cherriots was getting new buses long before that money became available. Besides, building buses somewhere else wouldn't fulfill the spirit of the law.

Where is your evidence that the server room is getting moved/changed? And bus dispatch and bus operator functions will move to/stay in the building.

It was to install a storm water runoff treatment facility, no portion of which was funded by TriMet.

The I-205 pathway provides access to TriMet service, and I believe ODOT may have paid for it as it's their right of way.

I believe that funding was awarded by or for Portland Streetcar.
