Air traffic stuff has to be standardized because pilots can fly all over the country, while light rail operations are confined to a single, closed system. Plus, some of what he mentions (like training) is internal and can have different philosophies on how to accomplish the goal.
It seems to me that standardized procedures would provide a much safer environment because light rail operations are basically the same no matter where you go. I think they all operate with the same poor level of service as Portland. Mixed traffic is the killer
