If max is free so should bus. I never take fare when I'm doing bus bridge or shuttle bus work.

You're not supposed to take fares when doing a bus bridge; it's load and get going. And I'm not against having the whole system be free. What about MAX/bus combination riders? Though one issue is that buses can't as easily handle a surge in riders.

There is absolutely NOTHING in TriMet Code 19.20, 19.40 or 19.50 that says that fares are not to be collected when riders are using a special or alternative service.

Not that I disagree with the principle of giving compensation to riders who are inconvenienced, but right now TriMet Code does not authorize such a thing.

I think it may be assumed that riders already have a fare, but it probably is done to expedite boarding.
