That included Muni's practice of considering buses on time even if they were four minutes and 59 seconds late, when the voter-approved definition of an on-time bus is four minutes. New documents show there are other ways Muni has fudged its on-time performance numbers.

Good post Al.My OTP review said I was late 35% of the time last year.I believe it is much higher than that.
