There sure are a lot of Streetcar employees considering that Streetcar isn't part of TriMet; there sure are a lot of Commuter Rail employees considering that when the project was sold to the public it would only require ONE TriMet employee (a manager) to oversee it.
And there sure are a lot of Capital Projects folks...
Most of the streetcar people are operators; as you should know, as part of the union contract, streetcar employees come from TriMet.
In addition I think some positions have multiple listed when the employee changed that year. For example, Rob Barnard took Dan Blocher's old position after Neil became GM.
