No, TriMet tickets are non-refundable

You are responsible for showing proof of valid fare to TriMet operators or other authorized personnel
When should I activate my tickets?
You should activate your ticket by tapping
“Use” as you see the bus or MAX approaching. Remember, your ticket must
be activated before boarding a vehicle.
What if the ticket expires before I can use it?
In the event that this should occur you would be required to purchase another ticket for your travel.Will a TriMet operator or other Field Personnel show me how to use the app?
TriMet operators and other personnel are
instructed not to touch a customer’s device. Please use the “Help”
feature in the app for instructions on how to use.
How do I “turn on the lights” if I’m asked to do so?
Tap on any of the windows of the bus on the
animated ticket and the lights will turn on. Tapping on the window
again turns them off.

Who'da thunk TM would come up with something that would actually make the TVMs a more attractive choice?
I thought one of the pre-release benefits of this app was that if your battery died or otherwise didn't have your phone the fare inspectors could pull up your account or call into dispatch with your telephone number and verify that you had valid tickets.
It's in a June 13 Joseph Rose article: http://www.oregonlive.com/commuting/index.ssf/2013/06/joseph_rose_trimet_ticket_app.html. Says that before they wrote any code they talked to fare inspectors to find out their needs.
