I'm not sure you can call what happens at TriMet the "trickle-down" effect - because what is handed to all the managers, directors, consultants, advisors, and construction companies, doesn't trickle down any further (to the bus riders).
It's more like the "Robbing Peter to Pay Paul" effect...or simply "Screw the riders".
