If you wish to be involved in local government, you must pay
attention to local issues. Frequently, this means attending meetings
that never seem to end, where the only person not being paid to sit
there is you, the lonely activist in the audience. There is a sense
that nobody else cares, and you may wonder why you should slowly
squander your life away watching politicians and bureaucrats push
paper, make speeches, and try to come up with more ways to justify their
existence.
Sometimes, however, something happens in local government that
attracts the attention of even the generally apathetic. A decision, a
vote, or some other activity by local politicians and bureaucrats grows
beyond the petty, mundane, or routine.
