For an employment tax based system like Trimet only bad outcomes result from increased ridership in times of high unemployment.
More people use the service as fuel gets more expensive, straining it to breaking because their fares are only 25% of Trimet operating revenue. So even reasonable operational costs rise faster than the farebox funds coming in. - Causing Trimet to talk about worse service as it gets more riders.
