SUPERVISORY REPORTS
PPB needed more coverage along Morrison westbound. Communication between ICS PPB IC and field officers was lacking, but performance was admirable.
Very good deployment of G4S staffing, all major parade intersections covered.
POOR coverage for PPB along Morrison, particularly west of 11th Ave. PPB communication issues: 3 of 4 PPB (not Transit) refused to stop runners and/or parade to allow train movement, causing a 5 (or more) train backup westbound.
Overall, this event went quite well. The pre-event briefing went well, would have liked PPB IC and G4S IC present. There were two issues that really proved detrimental to the overall success of the operation:
1) Along the Morrison/Yamhill MAX corridor, I encountered 3 of 4 PPB officers who FLAT OUT REFUSED (one was quite rude @ 14th/Morrison) to stop runners and/or parade participants to allow transit (train) bump-thru. This allowed trains to back up for 5 blocks or more west bound. They were told that their orders prevented it. ICC was contacted.
2) East bound trains from Jeld-Wen Field(JWF) were pulled from Library & directed to hold at Broadway/Yamhill. On numerous occasions this caused trains to back up to within a block of each other AND WORSE, caused most of those trains to experience platform & NON PLATFORM Red-knobbing. I responded to one incident at 14th/Yamhill where passengers where bailing out of the non-platform side and into traffic in droves. As much as the urge is there to hold trains at Broadway/Yamhill due to the close proximity of event traffic, this causes many more headaches & concerns than it helps. EVERY EFFORT should be made in these high attendance events to avoid off-platform holds if at all possible.
Things of note that were “plusses”:
1) Good call (?) for adding the cones for the vehicle traffic along the north-west side of the 11th Ave. terminus. Solved a lot of traffic issues.
2) I was technically assigned as a Rail Relief Supervisor, but ended up becoming more of a Roving Rail Supervisor, which in my humble opinion did MUCH MORE good. Because of my mobile-roving capabilities, I was free/able to assist Control, Field Ops and others, also able to provide rolling traffic control to places where it was needed on the fly. I feel that this position needs to be added to major events such as this (Rail Supervisor Rover) in addition to having someone available for “potty” breaks, etc. I was thrilled to be the help I was wherever I was needed.
3) deserves mention (and Praise) for his efforts in compiling his “Starlight Position Matrix”. Having everyone on one, informative, concise sheet was TREMENDOUSLY helpful as an on-the-fly resource

The Rally stopped on SW Madison, between 3rd and 2nd., to make speeches. This may have been planned, but did not appear on permit. We had a Supervisor at the tail, and one at 4th and Madison. We needed one on 5th, at Main to work with the buses turning right onto SW Main. We need to stagger the buses, and have some go to Market and turn while others use Main. This splits them up, and doesn’t clog SW 4th, with buses turning right on to Main, blocking the buses waiting to go straight. The Supervisor at 4th can coordinate with the Supervisor at 5th, making individual reroutes, keeping the buses from being blocked for the Hawthorn and Morrison bridges both. A Customer Service Rep. would be helpful , in order to keep to keep customers informed.

Between 1657 and 1810 we had four incidents requiring Police response in Central Air: two for DKs also requiring medical and one for a subject refusing to provide ID for a fare violation. All four resulted in transport. 701677, 701680, 701683 and 701687.
701677 RQ DK subject / police responded.
701680 Lloyd Center fare violator / police and then medical.
701683 Hollywood fare violator / police custody.
701687 RQ, DK subject fell on platform / AMR to Emanual.
701700 RQ west 9048 Prop/Dyn failure / eventually reset.

No POV’s (privately owned vehicles) should be allowed parking near any of our sensitive areas. Such places as Rose Quarter where both I-5 and our Rail Infrastructure coexist are obvious places of concern.
There is a lack of coordination between MOW and Field Ops. How can Track 3 at 11th Ave Terminus be taken out of service, switch 1a apparently wedged and the OCS power removed without any of us in Field Ops aware? We learned about that as an apparent afterthought during the middle of the event last night. We were also advised that we shouldn’t be using track 2, “the switch is wore out” was the quote I heard over the telephone, referring to switch 3a. This is after we’d been using it to put train 9011 on track two and then returned another set of cars there to replace the first set of cars. This is on the heels of switch 23c at Hollywood being taken out of service under a similar cloud of mystery.
We should not have passengers stuck off platforms for 20 plus minutes because of our lack of coordination between Police, Race Control, and Personnel on the ground. Train 9033 was at 11th Ave and Yamhill and had to have emergency releases reset several times for the Run. We’ve been at this too many years for this to happen. You can’t trust the electronic overviews to see where trains are actually sitting.

We lost more than 10 minutes of west bound service due to dynamic brake resetting problems with REM truck 1091 personnel on site. They actually gave up on the train, went back out onto the platform and said there was nothing more they could do. The Operator was eventually able to get it to reset while we were occupied cleaning out switch 11a and move other trains through the Special events track. Once 9522 and 607 cleaned out the dirty switches that were “full of sand” and debris, we were able to resume service.
It seems the switches should have been cleaned as soon as MOW personnel arrived for their shift. I was told the switches had been cleaned, “the night before”. I suggest a timelier cleaning is needed as they routinely get fouled after most any shower or period of hours.

11/67 was involved (mirror strike) while parked in the zone at 2nd/taylor. No damage to either vehicle but 11/67 was taken out of rotation for approx. 30minutes.
Parking was not removed from our 2nd ave bus stops for the starlight shuttle. This forced our shuttle buses to service from the street at Oak and Ankeny.
I was at the 2nd/Taylor location for the shuttle service for the event. Pre event shuttles remained in rotation until approx. 9:00 pm. This worked well and I noticed the big crowds didn’t start arriving until about 10 minutes before the parade. For the post event service we arranged to have 3 buses designated at each of the 4 stops on 2nd ave. This worked out really well and we were able to have sufficient service for each stop. I hear in the past that we would start each bus in service at 2nd and taylor and as a result they would be full by the time they reached the Ankeny stop, leaving behind many intending passengers.
I think it would be beneficial if a roamer or a district supervisor could keep track of the normal service buses that go through town shortly after the parade ends. If we knew which buses were running extremely late we could arrange to use one of the extra service assets for a fill on time out of down town. I was at the 2nd /Taylor stop which is a line 15 Belmont stop and I had folks waiting for the 15 Belmont for a very long time shortly after the parade ended. After a call to Dispatch I found out that the scheduled 15 through there was running so late that it was still at Montgomery Park and was due at my location 20 minutes ago. If I would have known that that bus was running so late I could have arranged earlier to have an extra service bus pick it up on time. (We ended up filling it really late, but by this time the extra service bus had to fight all the downtown traffic just to get to my location.
We need to ensure the night before or early morning before the event next year that the parking is removed from our shuttle stops on 2nd ave. This was not done this year and as a result we had to service the Morrisson, Oak, and Ankeny stops from the street. And we were not able to lay over our buses at the individual location without blocking a lane of traffic for the post event.
