If elements of CRC project smell like pork, they probably are

The CRC budget also included $51 million for a Tri-Met maintenance facility 10 miles east of the project in Gresham, OR; $2.7 million for a Tri-Met administrative structure in SE Portland; $10 million for something called a “Curation Facility” apparently for a museum; $15 million for a Lewis River restoration project 22 miles north of the line; $343,936 for upgrades to Portland’s Steel Bridge; and another $6.9 million for Hood River Channel restoration 60 miles east of the project.

Well, at least some of those items are related to the project; for example, the maintenance facility would need to be expanded to store rail vehicles purchased for the project

They can store them at Ruby, they don't need a whole new facility, sheesh

That's what they were going to do, but it would need expanding
