On the one side is that "public' that get no job safety net at all, never mind decent wages. On the other side is the "government worker" who do have job protections, pensions, health care and livable wage. Why would the public support blue collar government worker?
During all of this discussion the thing that gets lost and ignored by the media (intentionally) are all the fat cats that have retired with HUGE pensions from government. The 'executive class' who rapes the tax payers with impunity while the focus is placed on unionized workers.
The (phony) Great Recession left so many Americans jobless, underwater on their
mortgages or just barely scraping by that many no longer identify with
public workers whose still-strong wages and benefits are paid with tax
dollars -- and whose contracts often are overseen by the same
politicians that their unions bankroll. "If I can't have it, why I
should I pay for it for them?" this reasoning goes -- a feeling
reflected in public opinion polls.
