Why was Sarah Hernandez denied a ride on bus 71?

Recently a driver of TriMet line 71 left behind a disabled rider for reasons unknown, other than she was in a wheelchair. This is where the stop is located at Sandviw and Bell st in Portland:

As you can see the stop in question has poor and unsafe access to pedestrians and the disabled. In this case the driver is at fault, but the stop itself is also terrible. This stop is one of several stops in the system that lacks acceptable access, has no shelter, no map and no transit tracker. TriMet claims to be "evaluating" this bus stop to "ensure this doesn't happen again." Which I'm sure is just words because TriMet is a light rail agency now and has unlimited funds for MAX and no money for bus service or stop improvements.
