Transit will go the way of interstate trucking and freight rail as soon as there is a bad accident someplace. Rather than " Do The Right Thing" and have a rational Hours of Service Policy, fatigue and big paychecks will continue with those that want it.
It took fatal accidents in trucking and heavy rail to get the law chaged. Transit still has a loophole.
