So...

9-Powell - no more interline through downtown, no more shortline trips at 98th (Powell Garage), new buses.

87 - combine two suburban routes into one through route.

At the expense of Tigard...

12 Barbur - interlined with Sandy, continues to be one of TriMet's least reliable routes; end trips at Tigard TC and force inconvenient transfers to continue south

94 Pacific Highway - gets TriMet's oldest, least reliable buses (the 1400 series), a definite service downgrade compared to former line 12 service which used to generally receive newer low floor buses
