TRIMET CORRUPTION

THIS press release came out last year:

After six months of extensive public outreach, TriMet today released its final budget proposal to close the $12 million to $17 million shortfall in its upcoming Fiscal Year 2013 (FY13) budget. The budget begins July 1, 2012. 

We know now that this figure was inflated by 'secret raises' that were never discussed or publicized till months later. Yet all the executives in charge of this falsification remain in charge of Trimet. Is there any other evidence required to prove the corrupt nature of Trimet governance?
