Trimet union employees under siege

TriMet's plan is to force the union into arbitration, with one plan being chosen over the other because they believe they will win, and they probably will. They have no plan to actually negotiate with the union. Meanwhile they are winning because there are no raises and the union employees are paying a higher share of their benefits than are non union. I don't understand the unions negotiating stance and don't see how it can be effective. We don't have public opinion on our side.
