Shouldn't white shirts know better?
September 06, 2012 fare mission at Old Town/Chinatown MAX station
Is there a law in not crossing tracks where not prohibited? I dont see any signs, or barriers preventing it. The filled in tracks only suggests its ok. This type of thing is common at San Diego Light rail Stations.

what the heck is going on there?
crossing the tracks away from a crosswalk (or not getting permission from control, and vested, to enter the right-of-way)
