TRIMET maintains some of the worst policies I've even seen anywhere in regards to its public input section of the board.
First of all it used to be that if you didn't sign up before the meeting started you didn't get to speak. Not exactly the way to encourage public participation.
Lately I've noticed Warner is asking people who hadn't signed up before the meeting if they want to speak, to his credit.
Then the board makes everybody sit through their long dull and exceedingly boring meeting before allowing the anyone to speak.
They also 'close' the meeting before allowing testimony. Some directors even have the nerve to leave before the public testimony , the ultimate slap in the face to the public.
C-TRAN on the other hand allows its public to speak BEFORE THE MEETING, which obviously is the way to include your public, let them talk before you have your meeting.
Some directors just don't have more than 2 hours a month to put into the Trimet board. I would ask what the hell are you doing there? If a director can't put in the time then they shouldn't be there. The governor can find someone who has the time to devote to this EXTREMELY IMPORTANT affair.
Maybe the ship is turning a bit? Is it possible?

I think all we're seeing is pressure from the state government for TriMet to be more transparent (the board resolution mentions this). It could also be TriMet's way of preparing themselves for the state audit's release.
