We know there was no chance of anybody but Bob Nelson getting that job but I guess somewhere they had to pretend that it was an 'open' recruitment.

Deputy General Manager

Position Summary
The Deputy General Manager works with the General Manager to achieve TriMet’s vision of making our region the best place in the country to live by delivering safe, reliable and easy to use transit service. TriMet is known for accomplishing this by being an active community partner, implementing innovative solutions, continuously looking for ways to grow and improve service and responding to our customers.

Working with the executive staff, the Deputy will play a lead role in guaranteeing daily operations are coordinated, cost-effective and efficient. The Deputy will focus on establishing relevant performance measures and implementing management practices that ensure TriMet continues its reputation for being on the cutting edge of transit.

Essential Functions
1.  Assist the GM in providing overall leadership of the agency in formulating and achieving agency goals. Assist the GM in developing and  implementing short and long-range goals and business plans to support the achievement of the agency’s strategic vision.
2.  Provide counsel to the GM on significant matters affecting agency operations and policies. Act as the GM in GM’s absence.
3.   Support the GM by coordinating daily operations activities focusing on delivering safe, high quality, effective and efficient service. Directly  manages Operations, IT with a dotted line to Safety and Security and all other agency divisions.
4.    Develop and implement policy, procedural and organizational changes that result in improved performance and service delivery. Formulate  and recommend operating policies and procedures or changes in existing policies and procedures.
5.    Guide the development of an organizational and succession planning strategy to ensure the agency is structured and appropriately resourced  to fulfill its goals. Approve the hiring of vacant and new positions within Operations, Safety and IT to ensure conformance with goals and  objectives.
6.    At the direction of the GM, direct the conduct of studies, investigations, and analyses, presenting oral and written reports of findings and  recommendations.
7.    Formulate policy recommendations for the Board, attend Board and committee meetings, and advise Board and committee  members as requested by the GM.
8.   Cultivate an external presence in the community including official and informal relationships with elected officials, public agencies, the business community and civic organizations.
Position Requirements
Bachelor's Degree in Business, Management or related field. Advanced degree is preferred.

Ten years of progressively responsible senior management experience. Transportation experience desired.

Establish and maintain effective working relationships with employees, management and the general public, including those from culturally diverse backgrounds, the elderly, persons with disabilities and/or other vulnerable populations.

Management Qualities:

•  Budgeting - Knowledge of budgeting and financial planning for a large organization, including capital and operating budgets.
•  Goal Setting - Knowledge of administrative principles and methods, including goal setting, program and budget development and implementation.
•  Supervising - Knowledge of principles of management, supervision, training and performance.
•  Planning - Ability to plan, organize, and manage a large organization.
•  Problem Solving - Ability to analyze situations, identify problems, implement solutions, and evaluate outcome. Ability to project how potential creative ideas may play out in the Agency and possesses good judgment about which creative ideas and suggestions will work.
•  Communicating - Ability to communicate clearly and persuasively with appointed and elected government officials, business and community organizations, interest groups, customers, employees and members of the general public.

Technical Ability:
•  Understanding of the role of public transportation in building communities.
•  Knowledge of social politics and environmental issues influencing the community.
•  Knowledge of principles, techniques, and processes of local, regional, state, and federal government and applicable laws, rules, and regulations.
•  Understanding of labor/management work environment.
