It is legal unless there is some kind of a city ordinance against it, which would be unusual and which we wouldn't have access to.

In Oregon, under the statute that would normally make recording illegal unless you were a party to the conversation, consent is not required for the taping of a non-electronic communication uttered by a person who does not have a reasonable expectation of privacy in that communication. See definition of "oral communication," Or. Rev. Stat. § 133.721.
