They also drew on interviews, conducted almost exclusively with TriMet employees. The two did not talk with anyone who files records requests or with lawyers for opposing parties who have had difficulty getting information from TriMet.
The report also does not include any analysis of TriMet's decisions to deny public records requests. And the lawyers did not assess the reasonableness of fees that TriMet charges for public records, or reasons that lead people to abandon their requests.
