Trimet executives had raises in hand during this protest

This is a KGW video report form last August regarding the fare increases and elimination of fare less square from Trimet. People were seriously hurt by the service cuts.
Unknown to them or anybody else except the executives themselves and the board of puppets was the fact that these same executives had handed themselves raises!
I wonder what the outcry would have been if people were aware that these executives gave themselves raises while hurting the public they supposedly serve?
