Trimet furnished data

As the executive class spins away rhetoric  extolling their virtuous nature and mental supremacy thereby justifying how lucky we all are to have them in charge of our transit agency rather then having all these brilliant minds head to the 'private sector' where they would make much more money, we now have these charts provided to us. All executives across all varying borders and agencies always try to justify their existences with charts such as these.  What the charts really portray is the huge wasteful bureaucracy that has built up around the delivery of public transit in the USA.

I was unable to decipher much from this chart since its not exactly easy to understan

How many transit districts were left out of the 'averages'?

I doubt whether Mary Fetsch and Drew Blevins could draw their equivalent salaries in the private sector,based on the job performances that I have seen from those two people.
