Woman of the year?

From who exactly?
WTS Portland has named Leah Robbins, East Segment Director of the PMLR project, Woman of the Year. Leah’s worked in the Capital Projects division for nearly 20 years, currently managing roughly $300 million in contracts. Leah is a truly inspiring professional. Congratulations!(whatever)

Funny. I thought everyone in Capital Projects was only there for the duration of the project and paid for out of project funds...someone who's been there for 20 years, clearly is on TRIMET'S payroll, paid in part with GENERAL FUNDS and receiving TRIMET benefits.

Someone who's a project defined position should be classified as a temporary employee and as such only be employed for the duration of the project and clearly not receiving any benefits other than a paycheck... And clearly, nowhere near 20 years of employment with TriMet...

Capital projects isn't just limited to large construction projects.

Besides, does it make sense to start over with every project, vs having in-house expertise?
