The whole fare situation is a giant cluster fuck. People just walk on the bus and take a seat never showing a thing. Who is going to argue over $2.50. So many excuses, they only have a $20 they just got out of jail, they lost their fare, can't find their fare, have last months or next months pass, time after time day after day. Tri Met is like the open door policy with so many fare evaders. And they know they can get by with it. I don't challenge anyone over the fare. Its not worth the hassel or the headache and anyhow I don't want to be spit on or punched and then to have Tri Met making me the bad guy. Take a good look at most of those road supervisors and fare inspectors. So non professional looking and what a waste to spend that kind of money on "peace officers" to do fare inspections. What they needs is a group of trained proffesional whose only job is to target the areas in which their are high number of fare evaders like the 4 and 72 line. Let the road supervisors go back to sleep in their vehicles or text their friends and family.
I agree-the whole fare thing IS a clusterfuck. And I also agree there are those Road & Rail Sups out there that look like they slept in their uniforms overnight in order to get 30 minutes more sleep. (Irritates the hell out of me, but who do you go to? I'm not their boss and there are times when I think union protections are misused (like in this case) because the offenders feel untouchable.
I can say with a high degree of accuracy that:
1) there ARE a few (sups) that do take pride in how they look while wearing a clean, crisp uniform (right now in the cold it's hard to tell but they are wearing them).
2) amongst those there are also those who try to balance fairness with the public and also curb the habitual bs of outright fare theft. They don't try to "pick" on the ones who are destitute, giving other options when possible if the offender cooperates. The company swears there's no "quota" and they'll flatly deny it if you insist. There are several sups who think you must write cites for every little thing. It is the end all, be all and the only solution. There have been times when the company has "nudged" you (hard) to write more, so you do, then they have reversed themselves, saying "well, that's not the spirit of what we meant", etc and confusing the sups even more of what the company is asking for.
3) those select few sups who try to play fair and be clean & neat unfortunately can't be everywhere all the time. There are just too few of them. They get told all the time "I've never seen an Inspector" or sometimes the exact opposite "this is my third check today!". They are the ones you'll hear say "Checking fares please" or "May I please see your fare"..no reason to start off with attitude.
4) there are far more go getters out there than there are "play fair" types. The go-getters are incredibly eager and would likely cite their parents if told to. There's a pretty big bunch of them and they're mainly Roadies. Got some Rail types in there too. Now that the ULP is lost, don't know what's in store. They should have just kept the Fare Inspection Department. These guys WANTED to do this stuff.
Many of the people doing it now are doing it because they don't have the seniority to sign anything else! Some can't wait to get seniority to be able to stop working those shifts. "Well, that's what you signed so that's your work." Yeah, there wasn't anything (else) left.
