This is true, but as you neglect to point out, they pay for this equipment because they have those conditions full time. TriMet and Portland do not face these conditions on a full time basis, but once in a while.
It would cost so much more (regardless of TriMet's other failings) to equip all of the trains with ice breaking equipment and besides, as that last big storm proved, even WITH that equipment, mother nature still won out!
People wouldn't pay forthe extra part-time equipment, just like having City of Portland pay for and have on hand "just in case" 50 extra snowplows. Then, instead of bitchin about not having clear roads, you'd be bitchin about havin all that idle equipment.
You can't compare Portland with some place that gets it worse than us. Now, if you can come up with a place that has roughly the same weather pattern and same size transit fleet...
