For those of you who don't remember David Knowles, long time crony of the LIGHT RAIL MAFIA was the guy that appeared with Mcfarlane in his now famous scapegoating anti union rant in front of the PORTLAND CITY CLUB.
While some politicians love to whine about citizens being lazy and on food stamps the real welfare is going to places like CH2MHILL who wouldn't exist without government contracts. They scammed a nice little $20 million out of that corrupt CRC mess.
